One gunboat is nearly always required to be at Canton to keep intouch with the Consul-General and maintain wireless telegraph communication, whilst occasional patrols of the Delta and of the West River

are essential.

The possibility of utilising our gunboats for a scheme of escorted convoys was again fully considered last month and in the light of the above was found to be quite impracticable. One of the gunboats, H.M.S. "Robin", would in any case be unsuitable for convoy work owing to her low speed and mall size,

The most efficient use to which gumboats can be put is by employing them constantly patrolling in the dangerous areas, and this is being done. It must however be borne in mind that these patrols are to a certain extent limited by the powers of endurance of the crews, especially during the summer months.

In regard to the provision of guards on board Merchant Ships as a duty which should properly fall on the Naval Service, I am to inform you that this question was referred to the Naval Commander-in-Chief who does not approve of using Naval Ratings as armed guards on board Merchant Ships as it is contrary to Naval Policy. He considers the guards should be provided either bythe Police or Military.

It is therefore apparent that the Naval Authorit- ies cannot be expected to be helpful in the case of piractical attaks made from within a ship umless fortuitously a gunboat is in the immediate neighbour- hood when the attack takes place and can be summoned

to assistance.

This statement confirms the view of this Government that in order to provide against piracy from within the maintenance of the existing system of guards on the ship is essential.
